Who's Judge Judy's boss and why is she allowed to say this?

Judge Judy (Judges in general) can do crazy stuff. Obviously we trust them not to but they can. Judge Judy said "if you interrupt me again, I'll rule in her favor." Why is she allowed to do that if, say, that would be the wrong ruling? Are Judges the top authority? What they say ALWAYS goes? Tell me all you know.
