Every time I load up xbox and say for example put in Halo I can never start playing online it will never work?

I have to either wait for it to disconnect me or sign in and sign out. I have opened UPD 88, UDP 3074 and TCP 3074 but the problem is persistent, Can it be something to do with router? because my connection seems to be fine when I test it. Hmmmm
