Anything being done about Philippines noise & vibration vehicles/boats?

Any authority concern about such transport deterring tourists for choosing The Philippines; handicapping their drivers drving them deaf; damaging their nerves; rendering them economically unproductive and making them a burden on their supporters and medical care?
