Are oak shavings okay for a horses stall?

Definatly not! They are fatal to horses if eaten (if they get in hay and the horse eats it) Also just for future reference-never ever use black walnut shavings becuase they have been shown to cause laminitis (founder). So no i would stick to horse specific shavings
